Dadgad, But Tuned Down Half A Step

I am confused by this month's AG which has a song by Kadi Kang, written in DADGAD, but tuned down a half step to E-flat. How is the guitar tuned for this? They seem to indicate that only the lower DAD strings and the upper D string are tuned down and the GA stay at pitch. If that's the case then why represent it as DADGAD, and not C#G#C#GAC#, etc? Call me an idiot, but I can't for the life of me figure out what they are recommending you do.

Any ideas?
