Gotoh 510 Tuners

Received my new Gold Contour tuners from LMI yesterday and was surprised to find that there weren't any washers included with the tuners. In my mind  they should have washers to go between the headstock and the bushing. Has anyone else experienced this problem? I have emailed LMI and am waiting for a response.
