Forgive me if I'm repeating this but I was a little daunted to sort through 5 pages. That being said, I'm a big fan of Ray Lemontgna's voice which isn't "bad" so much as it's "gritty". I first heard him on radioioacoustic.com a couple of years back and thought I was listening to an old obscure Joe Cocker track. His voice had that "too much whiskey and too many cigarettes" quality to it, but once I got past that I realized that he has incredible control over it, even if he doesn't have much of a range.

Gee I hate finding out all my favourite singers, can't sing.  Here's some singers that I hate.

Meat Loaf
Mariah Carey
Steven Tyler
Madonna
Jon Bonjovi
Jewel
Steve Perry
The guy in Boston
Freddy Mercury
Jon Anderson
Judy Collins

Judy Collins gives me the creeps, with her melancholia and depression. come to think of it, so does Meat Loaf & Madonna & Freddy Mercury and everybody on your list.
And I really race to unplug  the power cord when I hear that guy in RUSH!  yak yak yak yak yak yak

Sorry I'm late to the party.
But I don't think Bruce Cockburn has a particularly good voice (and in a concert, I've heard him opine similarly).
But I surely enjoy a whole lot of his work.

For me it comes down to whether a vocalist seems to be emoting honestly and is reasonably close to pitch, without undue histrionics.
(Tho', that said, the timbre of John Mayer's voice makes me physically unwell.)

I'm suprised that nobody's mentioned my favourite "bad" voice yet: Lyle Lovett

Steve Goodman.  How can such an excellent songwriter sound this bad.  I saw him open for the comedian Steve Martin during his early years.

Rest in peace, Steve.  Thanks for The City of New Orleans   and all the others.

Hmmm...  I've always thought the his voice was quite smooth and polished.  Does he have a reputation as a bad singer?
