Not sure - that's why I asked. I think I saw something from a moderator saying they were turned off.

I've never seen them here and it's a shame. Helps identify and remembered forum members more easily. It's 2017, bandwidth is cheap. I can't see why they're turned off.

My avatar is showing up along with others.  In your profile there is a way to turn on or off what you are able to see.

Are you talking about your signature pic?  I have never seen an avatar (traditionally in the frame on the left, right under the username) on this forum.  I do see your sig though.
I checked my preferences and neither "don't show avi" or "don't show sig" are checked.
